Logic and Accuracy Testing
Logic and Accuracy (L&A) Testing is a collection of pre-election procedures to ensure the voting equipment and ballots to be used in an upcoming election can properly display the ballot, collect votes, and tabulate results.
Logic and Accuracy Testing was livestreamed during the duration of process during the weeks of September 17, 2024, through September 27, 2024, for the upcoming Presidential General Election, November 5, 2024.
Incoming Sort and Signature Verification
The ballot sorting machine allows for timely processing of every voter's ballot envelope. Vote-by-mail ballot envelope signatures are validated against the voter's signature of record. Signatures rejected during the initial review process are sent to manual review by elections officials. Elections officials attend signature comparison training in order to be qualified to review signatures. If, in manual review, a signature is not able to be validated, a signature cure card is mailed out to the voter.
Ballot Extraction
Ballots are then extracted from the signature verified envelope in a manner that protects the privacy of the voter. At this step the ballots and envelopes are separated. Envelopes are stored in a manner that can be reviewed/retrieved if required.
Review
Ballots are reviewed to ensure there is no damage or defect that could prevent the ballot from being read by a ballot tabulation system. Any ballot which contains personal information, or is torn, bent, or mutilated shall be segregated as directed by the elections official and a duplicate ballot shall be prepared pursuant to Elections Code section 15210.
Ballot Tabulation
Ballots are tabulated using equipment physically and digitally isolated from any network or internet connection. The ballot tabulators have undergone security and functional testing and certified by the Secretary of State. The El Dorado County Elections department also completes a thorough testing of all equipment prior to the election (logic and accuracy testing) to ensure the equipment is accurately tabulating ballots while remaining completely secure. After the election the tabulated results are compared to a manual 2% - 3% hand count audit. The manual audit will begin November 12, 2024, and will be livestreamed or can be watched in person at our Elections office.
Ballot Adjudication
This is where ballots are reviewed for write in candidates, or if the voter changed their mind and made correction marks on their ballot. This ensures the voter's intent is absolutely realized and the ballot is counted the way the voter intended. California Code Section 20282 - General Vote Counting Standards are followed.
