Overview
The Board of Supervisors has long recognized that high traffic impact fees, while appropriate to address traffic impacts from development, have a negative effect on efforts to develop housing affordable for lower income households. The Traffic Impact Mitigation Fee Offset Program for Developments with Affordable Housing Units (Board Policy B-14(PDF, 56KB)) includes a provision to set aside $1.0 million of federal and state transportation revenues annually, for a period of twenty (20) years, to be used to offset Traffic Impact Mitigation fees in the development of affordable housing. The TIM Fee Offset Program allows for a reduction of traffic mitigation fees and is not a cash subsidy. Only income restricted units are eligible for TIM Fee offset. A housing development project of more than five (5) units where at least twenty (20) percent of the units will be affordable to very low-, low-, or moderate-income households, or second-dwelling targeted to the aforementioned income group(s), including second units (granny flat) on owner occupied property, said unit(s) may be eligible for Traffic Impact Mitigation (TIM) fees offset under specific program guidelines(PDF, 41KB). The fee offset requests will be considered twice each year from January 20 through February 28 and July 30 through August 28. The Board of Supervisors will award tentative approval of the TIM Fee offset in early summer and late winter of each year. The TIM Fee Offset application packet is available upon request. Key Dates
- Applications available at the Development Services Department
- December and June of each year
- Pre-submission meeting at the Development Services Department is required
- December 15 and June 15
- A pre-submission meeting will be held to ensure that all potential applicants understand the process for submitting petitions. Attendance is strongly encouraged.
