Rebecca Guo joined the EDWA staff as a Water Resources Engineer, was appointed Interim General Manager in June 2023, and recently became General Manager as of September 2023. Rebecca has supported EDWA since 2016 on various projects including planning for stormwater resources, drought contingency, small water system reliability and watershed management, Caldor Fire recovery, and grant application development, among others. Rebecca also assisted EDWA in facilitating various stakeholder meetings and forums to promote integrated water management and collaborative implementation of the Water Resources Development and Management Plan to achieve long-term water resilience and economic prosperity.
In addition to her work in El Dorado County, Rebecca has 14 years of experience leading, managing, and supporting projects addressing a broad range of water resources issues, including long-term water supply reliability, drought resiliency, flood management, and hydrologic and hydrology studies. She has conducted a wide range of appraisal, reconnaissance, and feasibility-level investigations for multi-benefit water resource projects. She has also worked with numerous clients and stakeholders to communicate technical issues and coordinated a diverse range of interested parties for large-scale multi-benefit and adaptive planning projects.
Rebecca received her Master of Science in civil and environmental engineering from Stanford University. She is a licensed professional civil engineer in California, a certified ENVISION specialist by the Institute of Sustainable Infrastructure, and a certified Project Management Professional.

Kyle Ericson joined the EDWA staff in 2021 as a Water Agency Resources Engineer. Kyle oversees program activities and management of water resource related projects throughout El Dorado County, including initiatives related to water supply resiliency, drought planning, stormwater resource management, watershed management, and water use efficiency.
Kyle brings more than 30 years of water resource planning and water engineering-related experience to the Agency. He has held engineering positions within the private sector and local government, including water and other public utility districts in the region. He has specialized experience and is highly qualified in regulatory compliance issues related to water supply and wastewater operations and permits.
Prior to joining EDWA, Kyle contracted with government agencies to support a variety of water resource-related projects and programmatic management activities, including grant writing, grant management, coordination with local, state, and federal agencies on water resource-related issues, policy development, and environmental permitting.
Kyle holds a Bachelor of Science degree in Civil Engineering from California State University, Sacramento, and is a registered civil engineer in California.

Hannah Romero joined the EDWA team as a Water Resources Principal in July 2024. Her role involves program activities and management of countywide water resources, including initiatives related to water supply resiliency, drought planning, stormwater resource management, watershed management, and water use efficiency.
Prior to joining EDWA, Hannah gained over 10 years of experience in the water industry, including public utility and consulting experience. Her background includes overseeing drinking water production operations, managing engineering design and construction projects, and ensuring regulatory compliance. Hannah previously worked in a conjunctive use system and collaborated with other water purveyors in the region.
Hannah holds a Bachelor of Science degree in Environmental Sciences from Oregon State University, with a specialization in Environmental Water Resources. She is a State-licensed Water Treatment Operator (Grade T3) and Water Distribution Operator (Grade D3).

Tami Scowcroft is responsible for finance and administration for the El Dorado Water Agency, and has served in this role for more than 16 years.
Tami prepares the annual budget, assists with audits, and facilitates budget decisions by the Board of Directors to ensure the financial strength of the Agency. She is also responsible for accounts payables and receivables and administering contracts for the Agency. Tami also provides support for a variety of Agency programs and initiatives.
Prior to joining EDWA in 2004, Tami held several positions in sales and marketing, where she served in a supervisorial role and managed a range of projects and accounts.
Tami holds a Bachelor of Arts degree in Journalism from California State University, Chico.

Jessica Deml joined the EDWA staff in 2024. She and her family relocated to the area from the Midwest in 2019 and she has been enjoying living in such close proximity to both the ocean and the mountains. She loves hiking and exploring the area's gorgeous trails. She also loves heading to the coast to visit little seaside towns. In her spare time, she can often be found at the gym, or curling up with a historical fiction novel, or maybe even catching up on a great BBC series.
