El Dorado County is committed to ensuring that all residents, visitors, and partners can access our online information, services, and programs with dignity, independence, and ease. We believe accessibility is essential to serving our community and fulfilling our mission as a public agency.

What Guides Our Approach

El Dorado County strives to make all web content and mobile applications accessible in accordance with the Americans with Disabilities Act (ADA) Title II, which requires state and local governments to provide equal access to services, programs, and activities, including those offered on the web and via mobile apps. We are aligning our websites and mobile apps to WCAG 2.1 Level AA, the technical standard adopted in the DOJ’s Title II final rule for web and mobile accessibility.

How We Build Accessible Experiences

To meet WCAG 2.1 AA, we continually work to:

  • Provide meaningful alternative text for all images, icons, charts, and other non-textual content.
  • Ensure strong color contrast and scalable text so content remains readable at various sizes.
  • Support keyboard navigation and visible focus indicators throughout our sites and applications.
  • Use clear headings, labels, and instructions within our online services and forms to support screen reader users and assistive technologies.
  • Offer closed captioning for all live and prerecorded multimedia.

Third-Party Content and Exemptions

Some content on our websites or apps may be provided by third parties or may be retained for archival purposes. Under the DOJ's Title II rule, certain categories of web content (e.g. archived content, pre-existing conventional electronic documents, third-party content, etc.) have limited exceptions. Even when an exception applies, we will strive to provide accessible alternatives upon request.

Our Vendor Partners

El Dorado County works in partnership with many third-party vendors to ensure we are providing the best possible digital services to our residents, visitors, and partners. Our digital service providers are also expected to meet WCAG 2.1 Level AA standards, and as the County changes practices to meet new regulations, we are adjusting our contractual and licensing arrangements to ensure all digital services meet the DOJ's Title II requirements. Continuous Improvement

Accessibility is an ongoing commitment and effort for our county's leadership, web, and many public service provider teams. We regularly review our web content, conduct audits, and provide staff with accessibility training resources. We strive to continuously improve in our level of compliance and welcome community feedback on how we can better accommodate the needs of differently abled web service users.
