Supervisor Laine and I met with staff regarding the Rubicon Trail next steps for working with Placer County. 

Staff and I met with SSBMI Tribe leadership for our annual meeting to discuss items, including a request from NBROA regarding the proposed tribal housing project.  Everyone agreed that we would all benefit from increased communication between the Tribe and County.

Follow up meeting with LAFCO, MFPD leadership, GVFPD leadership, and CAO staff regarding next steps for continued collaboration. 

Meeting with Carson Creek Village 11 representatives for a briefing on their agenda item.

Attended GFPD to show County support as they move forward toward sustainability.

Attended Garden Valley Fire breakfast.  Residents shared with me how much they appreciated the recent roadwork on Greenwood Road and I said I would convey their appreciation to our DOT Maintenance crew.  Thank you! 

Monday, 1/12
Attended EID board meeting with EDWA General Manager Rebecca Guo.  EID considered an agenda item to clarify their project priorities while allowing their staff to participate in the countywide planning that is EDWA’s mission.  We appreciated the opportunity to make public comments on their agenda item. 

Supervisor Ferrero and I met with staff as the Planning Commission Bylaws Ad Hoc.  Staff is working on the draft agenda item that will be brought to the board in the near future.  The agenda item will include items for the Board to consider in addition to the Bylaws update. 

Attended First 5 El Dorado Commission meeting.  Focus is on rebranding First 5 as the County pivots away from Hubs. 

Wednesday, 1/14
Met with DOT to discuss upcoming PG&E undergrounding on Rock Creek Road. Requested a community meeting to share information with the community for expectations during the undergrounding project.

EDWA board meeting. Board heard a presentation from Grizzly Flats CSD on their recovery post Caldor Fire, approved funding for development of the Tahoe Basin Water Blueprint and Implementation Roadmap, and gave direction to staff to invite all purveyors to present to the EDWA board.

Pioneer Community Energy Board meeting. Board took action to decrease the Pioneer portion of electric bills.

RCRC, GSCA, and GSFA board meetings. There are several ad hoc committees working on Policy Principles. I submitted the draft Predatory Species Management policy to our Agricultural Commissioner for review. It was positively received.

Attended the RCRC 2026 Annual Rural Leadership Reception.

GSJTA Governing Board meeting. I did not support the update to the Workforce Board’s Bylaws.

Introductory meeting with EID General Manager. It was good to have time to connect with her.

EDCTC meeting. Executive Director reported out that he and I met with Teichert Construction regarding their proposed realignment of a segment of Highway 49 near their quarry. Public engagement will part of their approval process. Executive Director also reported out that he was in contact with the City of Auburn to install signage on the new roundabout to warn truck drivers of their last opportunity to turn around and not get stuck on Highway 49 hairpins.

Attended the Gathering Inn’s Lunch and Learn Community meeting.  The reps introduced their project for temporary housing for homeless seniors near the Senior Center on Spring Street.  Their model looks for promising and all in attendance were encouraged.  To start, applicants must be Placerville residents and Anthem members for benefits.  Placerville City Council members were present and had previously been briefed.  Very supportive. 

Virtual Sierra Nevada Conservancy South Central subregion agenda review.  Good to see that 2 of the proposed projects for funding are in El Dorado County. 

Meeting with NAMI representatives regarding success of programs at the Clubhouse.

RCRC Board meeting. During Member County Concerns I did bring up the State’s new push for longer Vote Center days from 11 to 20 because the data shows that people do not show up until the last day or two for voting. RCRC is working with others to advocate for funding if this becomes a new state mandate. Generally, RCRC is pushing for counties to submit Test Claims to the State for funding of state mandates, also including the proposed new Juvenile Hall requirements.

Attended the Rescue Fire Department annual awards dinner and helped Chief Ransdell surprise Penny Humphreys with a Lifetime Achievement Award.

Meeting with LAFCO, MFPD, GVFD, and CAO’s office to continue discussions about sustainability of the small, rural fire districts in North County. The recent BOS support for analysis is appreciated and there will likely be another conceptual item coming to the BOS soon.

Tara Stout and I attended in person and Agriculture Commissioner LeeAnne Mila attended virtually the annual UCCE Central Sierra Advisory Council meeting to discuss budget and renewing the 4-county agreement. This year UCCE is asking for a status quo budget. We discussed our meeting schedule to help us meet at a time of year that is better for budget planning. Also met new director who happens to live in EDC.

EDCTA meeting.

EDCTC meeting. Reviewed the Draft Next Generation Transportation Investments Strategy. I reported out that AQMD is working with the City of Auburn to explore funding a shuttle service from Auburn to the Confluence on SR 49 to alleviate traffic congestion.

Attended EDOK meeting. The group is considering changing the meeting date/time which could be problematic for those of us with many recurring meetings.

Attended EDC Fire Safe Council and OWPR meeting regarding Countywide Protection Program planning. Great attendance and input by the local FSCs.

MCWRA board meeting in Murphys. I was happy to see that the additional language that I had suggested regarding aging infrastructure was created by our EDWA General Manager and added to our Policy Principles.

Virtually attended Pioneer Community Energy board meeting. Board approved item for staff to explore the opportunity for Pioneer to expand its territory to include the City of South Lake Tahoe, which I’ve kept Supervisor Laine aware of.

Attended Cap to Cap representing the EDCWA and participating on the Wildfire and Forest Health Team. Team focus was on support of the Fix Our Forest Act, permitting reform to align NEPA and other processes for forest health projects, and FEMA program funding and reauthorization. EDCWA GM and I also stopped into our Senators’ offices to make contact specifically for support of moving the Weber Creek FEMA project forward.

I appreciate the board’s approval in my absence of the allocation of $400,000 of the Mosquito Fire Settlement Fund toward supporting fire service on the Divide.

CAO Phillips and I attended the MFPD board meeting. Appreciate our CAO sharing the conceptual proposal to use Mosquito Fire Settlement Funds to pilot a 2-year program to fund a shared position between GV, MQ, and GT to begin the process of collaboration for sustainability and consistency of operations on the Divide.

Attended the statewide raising of the Children’s Memorial Flag at the El Dorado Community Health Center in Placerville in solemn remembrance of the young lives lost to violence.

Attended Mosquito Fest Community Event.  Thank you to Mosquito Fire Safe Council for hosting this event to bring the community together and hear about evacuation preparation.  I appreciate CAO Phillips, LAFCO Executive Officer Frentzen, and GV Fire Chief Norman attending to show support for the sustainability of fire service on the Georgetown Divide.  It was a beautiful day at Dyer Lake.

Attended the annual RCRC Meeting in the County of the Chair, which was Mariposa County this year.  We had a wonderful time visiting Yosemite on Thursday morning, followed by a lunch at the Happy Goat Farm, a tour of the Mariposa Museum & History Center and County Courthouse, followed by a delicious dinner at Fedrick’s of Savourys. 

Items of note at the Board meeting on Friday: 

I did bring up concerns being raised about the upcoming CalChambers ballot initiative that will fundamentally remove local land use control.  I have been contacted by an opposition group that will be taking a leading role in stopping this ballot measure from passing in November.  As a county, we should watch this one. 

RCRC is growing its program to increase reimbursements associated with state-mandated programs. 

Hospitals are a hot topic among rural counties and RCRC is advocating for further extending the seismic requirements and allowing for complete exemptions in certain instances. 

RCRC 2026 Annual Meeting is coming in September.  Please start thinking about items to contribute to our auction basket.

With my District IV Fish and Wildlife Commissioner, attended the Annual Fishing Derby at Lake Walton.  Appreciate all of the organizations and community that come together to support this wonderful event.  Around 260 people attended.  Special thank you to USFS, GDPUD, Georgetown Rotary, and the EDC Fish and Wildlife Commission for funding the fish delivery every year.

Chaired the regular June 2026 EDWA board meeting.   The board approved: 

  • Staff’s recommendation to hire a consulting firm to perform the Alder Creek Reservoir and Conservation Project Appraisal Study 

  • Staff's recommendation to hire a consulting firm to assist with South Tahoe Public Utility District’s Groundwater Sustainability Agreement maintenance, which is a burdensome process that legislators are trying to address legislatively 

  • Staff’s recommendation to approve a non-financial MOU with ARC, much like the one that EDWA has with the County to establish clear roles for collaboration 

Virtually attended the hybrid SOFAR Collaborative Meeting. 

Thursday, 6/11 
Chaired the regular June 2026 ESJPA board meeting.  Emily Coven of the Circular Action Alliance presented information and led a robust discussion on how their SB 54 implementation is going, all with the goal of making it so that recyclables have an end market and that any costs to counties are reimbursed.  Her team plans to visit every MRF in the state to understand needs for success.

Attended LIFT Together - Commission for Youth and Families Countywide Gathering at the Tahoe Blue Event Center.  Vision is Each Child in EDC has a mentor.  Discussion centered on resources, programs, and people to fulfill that vision.  Additionally, the long-awaited centralized resource database was announced that it is near completion and ready for sharing, I will keep everyone posted on that. 

Thank you to staff for hosting the Georgetown Divide Kickoff community meeting for Design Standards in the Rural Centers in the north county.  The meeting was well attended and the community brought great questions.  I look forward to continuing this work with the community and staff to bring the Design Standards for community identity to fruition. 

Thursday, 6/18
Attended meeting with Congressman Kevin Kiley convened by ARC to discuss protection and public access of public lands.  Great discussion regarding the benefit of good stewardship of our public lands for recreation, industry, and economic benefits.   Congressman Kiley was very interested in exploring support of key initiatives currently before Congress. 

Attended Pioneer Community Energy board meeting.  Celebrated a successful prepay bond transaction that allows Pioneer to purchase energy at reduced rates to save customers money.  Additionally, the Executive Director reported that he and staff met with Liberty Utilities leadership and will reach out to El Dorado County to follow up with data from the meeting.
