About Us

El Dorado County Department of Veteran Services stands ready to serve the over 17,000 local Veterans, their dependents and survivors, plus other Veterans needing our help.

Our fully accredited staff of Veteran Service Representatives provides the guidance and advice to help Veterans become aware and claim the many benefits they earned and are entitled to, while in military service to our country. Entitlements include counseling, education and medical benefits, Cal-Vet home loans programs, disability pensions, and military funeral service and burial benefits. Many veterans are not aware that they have these benefits, and our staff does the work of helping them file the claim. The outreach program includes being the central advocacy source connecting all the military programs and organizations in the county.

Jon Brown, Veterans Service Officer

Jon Brown was born and raised in Northern California.  Jon served in the US Army as an Airborne Scout from 1992-1999, spending 4 years in the 82nd Airborne Division in Ft Bragg, NC. The remainder of his service was spent in the 1st/509th Airborne Infantry Division at Ft. Polk,  LA.   Jon joined El Dorado County Veteran Services in 2013 as a Work Study intern while he attended college.  His enjoyment in helping Veterans in our community led him to continue his education, working as a Veterans Service Representative, the Senior Veterans Service Representative, and is now the Veterans Service Officer for El Dorado County.  Jon and his family make El Dorado County their home.

Julie Limbaugh, Senior Veterans Service Representative

Julie Limbaugh has been a Veterans Service Representative with El Dorado County since 2018. Prior to moving to El Dorado County, Julie spent 12 years as a Multi-Program Eligibility Specialist with San Joaquin County. Julie also brings 10 years of service as an EMT, having trained and practiced paramedicine in a Stockton-area emergency department and also served as a member of SJEMSA.

Tisha Holy, Veterans Service Representative II

Tisha Holy joined El Dorado County Veteran Services in 2023. Prior to working with Veteran Services, she worked as a military caseworker with the Dallas Area Chapter of the American Red Cross assisting servicemembers and their families. During this time, she was also part of the disaster response efforts during the 9/11 attacks where her chapter served as a national call center for loved ones to search for victims.  Her dedication and passion for working with military members and veterans carries through to today where she is making sure veterans receive the care, support, and benefits that they deserve. Tisha and her family have been residents in El Dorado County for 10 years. 

Chris Diggins, Veterans Service Representative I

Born and raised in Northern California, Chris Diggins served as an Information Systems Technician (IT) in the U.S. Navy from 2012 to 2020. During his naval career, he spent time on the USS Iwo Jima, stationed on both the East Coast (Norfolk, Virginia) and the Florida coast (Mayport). Later, he contributed to critical communication infrastructure at the Naval Computer and Telecommunications Area Master Station Pacific in Hawaii. In 2023, Chris transitioned to civilian life, joining El Dorado County Veteran Services as a Veterans Service Representative. Now, he and his family proudly call El Dorado County home.

Sharon Neu, Veterans Service Representative I

Sharon Neu's life story is a tapestry of service and dedication. Raised in Placerville, California, she has a deep-rooted connection to the military through her father, a Vietnam Veteran, and her child, actively serving in the USMC. Her commitment to community shines through her work with HHSA Senior Nutrition and her support for local veterans in her current position as Veteran Service Representative. Sharon's love for the outdoors is evident in her enjoyment of kayaking and hiking. She joined El Dorado County Veteran Services in early 2024.
