Citizen’s Complaint 

Communication from the public can provide valuable information to the Civil Grand Jury. Anyone may ask the Jury to investigate any issue within its jurisdiction.

The function of the Civil Grand Jury is to investigate the operations of El Dorado County departments and agencies, city governments, school districts, and special districts. Each Jury determines which issues will be investigated during its term of office. The findings and recommendations of the Jury reassure citizens that their government is operating efficiently and in an ethical manner. The Jury investigates policies and procedures and makes recommendations to improve local governmental operations.

Acceptance

Each Jury reviews every complaint and determines, by a super majority of jurors, which complaints to investigate. Complaints that are submitted early in the term (July – December) are more likely to be considered. Complaints submitted after December may impair the current Jury’s ability to conduct a full investigation by the end of the term.

When you submit a complaint to the Grand Jury, you will receive notification that it has been received, but no further communication may be provided regarding the acceptance or rejection of your complaint. Whether or not the Jury chooses to investigate a complaint is entirely within its discretion and may be affected by workload, resource limitations, or legal restrictions.

Anonymous complaints may not be investigated if the Civil Grand Jury is unable to contact you for additional information related to the complaint.

Confidentiality

All citizen complaints are treated as confidential correspondence. In all its proceedings and investigations, the Civil Grand Jury is sworn to maintain complete secrecy. These rules extend to all participants in the process, including complainants and witnesses. Members of the Jury apply the same objective standard of conduct and responsibility to all people and entities. The Jury is not influenced by sentiment, conjecture, sympathy, public feelings, passion, or prejudice.

Limitations of Investigative Authority

The Civil Grand Jury has no jurisdiction or authority to investigate:

  • Federal agencies
  • State agencies
  • Courts
  • Other counties
  • Criminal activity
  • Disputes between private parties
  • Actions of the Superior Court
  • Pending Court cases

The Civil Grand Jury Complaint Form is available as an Adobe Acrobat .pdf form that can be completed online or a .pdf format to download. The form may be emailed or printed and sent through the postal service.

You should describe in detail what your complaint is about: Be as precise as possible, providing dates, times, and names of individuals involved. Describe specific instances instead of broad statements or generalities. It is important to attach any supporting documentation.
