Family Caregiving

Recipients

In Home Supportive Services (IHSS) is designed to allow persons with significant disability to reside within their own homes by having support for personal care and/or household needs. Clients of the program need to be recipients of Social Security Disability programs or be Medi-Cal eligible. The amount of services available is dependent upon the level of disability involved. Providers

The Public Authority is committed to making the provider enrollment process as simple and efficient as possible.

In order to begin working for an IHSS recipient, a provider must contact the IHSS Public Authority office. Please email the office at IHSSPA@edcgov.us to initiate the provider enrollment process. You will be provided a link to BOUNDS, a web based provider enrollment system. The enrollment site includes all required videos, additional documentation and forms to be completed; including all of the forms needed to establish a Recipient-Provider relationship: the Provider Enrollment Agreement (SOC 846), Recipient Designation of Provider (SOC 426A), W4 Form and DE-4 Form. State law also requires that all IHSS Providers undergo orientation and a background check using Live Scan fingerprinting. 

  1. Enrollment Forms: Complete the Provider Enrollment Forms (SOC 426 and 426A). These will be included in your enrollment packet.
  2. Photo ID and Social Security Card: You must provide a valid photo ID (such as driver’s license) and social security card upon submission of your enrollment forms.
  3. Live Scan: Complete the Request for Live Scan Service form and make an appointment for Live Scan fingerprinting. A valid photo ID is required for Live Scan fingerprinting. If you choose to have your Live Scan done elsewhere, you must use the form provided to you by the Public Authority. We can provide a list of other Live Scan locations upon request.
  4. State Video Orientation: The IHSS orientation lasts approximately 90 minutes and is by appointment only. The Public Authority facilitates the orientation for El Dorado County providers at our Placerville office three times a month, and once a month in South Lake Tahoe.

Training & Event Calendar

FREE educational opportunities for seniors, disabled, and caregivers available through the Family Caregiver Support Program and the IHSS Public Authority. Some educational topics include Alzheimer's Disease and Related Dementias, Family Dynamics, Positive Approach to Caregiver Coping, Long Distance Caregiving, Practical Solutions to Everyday Problems, Practical Devices to Help at Home, Tips to Staying Safe at Home, and Paying for Placement.

Registry Services

The Registry is a pool of providers who have been recruited, screened and trained by the Public Authority. Providers on our Registry are available for referral to IHSS Recipients who are in need of in-home assistance.

PA PictureIn order to qualify for the Registry, applicants must pass a Department of Justice background check and have two positive work references and two positive personal references. Our screening process focuses on dependability, responsibility and quality of work. Registry applicants must also attend an orientation, which outlines the Public Authority’s policies and expectations. Upon completion of the orientation, our Registry applicants must sign a Provider Enrollment Agreement and agree to adhere to the standards of professionalism set out by the Public Authority. Any violation of this agreement may result in the Provider’s removal from the registry.

Providers who have completed the application process, attended the orientation, and have been accepted to the Registry will be placed on a referral lists for IHSS Recipients. Referrals are based on geographic location, Recipients needs and preferences and Provider skills. Acceptance to the Registry does not guarantee you will find work. It is the IHSS Recipients choice whether or not to hire a Provider who has been referred to them.

About Us

In-Home Support Network is the agency name that houses the IHSS Public Authority program. A Public Authority is a local agency established by an ordinance enacted by a County Board of Supervisors that is legally separate from the county. In July 1999, California State Assembly Bill AB1682 became a law, requiring an Employer-of-Record to be established for the IHSS Program by January 2003 in every county. IHSS Public Authority is the employer of record for IHSS care providers for the purpose of collective bargaining.
