Meet the Registrar of Voters and Assistant Registrar of Voters

Bill O’Neill, Registrar of Voters

Bill has over 18 years of direct experience in elections with 30+ years of Technology experience, and a proven ability to develop and manage election processes and procedures. Bill O’Neill, Registrar of Voters

His previous role was as VP of Election Cyber Security and Consulting at Runbeck Election Services and before that he was the company CIO where he led a core team developers and support staff, as well as temporary remote staff, providing unique and innovative technical solutions to the election community nationwide. 

Bill has a long history with El Dorado County elections starting in 2004 when, as a consultant, he helped the department successfully select, implement, and use the previous Premiere voting system. He remained close with the department and its personnel over the years, often volunteering on election night to help with ballot counting and equipment pick up and check in. Bill is a long-time resident of El Dorado County, living in the nearby town of El Dorado, and prior to that was a member of the El Dorado Jeepherders beginning in 1987.

Bill’s successes include:

  • Federal Secret Security Clearance through the Critical Infrastructure Private Sector Clearance Program (PSCP) with the Department of Homeland Security, National Protection and Program Directorate’s Office of Infrastructure Protection (IP).
  • Executive management experience with voter registration and processes.
  • Managed the selection, implementation, and use of new voting systems for several California Counties.
  • Developed standardized election-industry best practices used in California.
  • Extensive experience with election departments and staff, voters, candidates, politicians, and election oversight agencies.
  • Helped to developed and launch an innovative incoming ballot return sorting system used throughout the Country.
  • Selected member of a California Secretary of State panel to discuss the future of California elections.
  • Diverse leadership and management training experience as a Covey Facilitator, Predictive Index, and a Myers Briggs trained leader.

In one of Bill’s prior roles as President of Shamrock Associates, he provided election consulting services to counties across California, including several years at El Dorado County. His services and subject matter expertise in voting system selection processes were sought after throughout the Country. Bill was extremely successful at securing State and Federal HAVA funding to minimize fiscal impact on election officials and county governments.

Bill enjoys spending time at Sand Mountain, in Desolation wilderness, Lake Tahoe, and camping along the coast with his family.

Linda Webster, Assistant Registrar of Voters

Linda started with the county in 1989 to help set up the records center. In 1990 she transferred to the Recorder’s Office during the time the clerk and recorder merged to become the Recorder-Clerk. Her first job was scanning all the marriages that were part of the clerk’s office. In 1998 she was part of the transition from hand stamping to scanning and indexing the recorded documents from images. She also worked with the department to implement the first electronic recording with the Treasurer/Tax Collector.

In 2005 Linda transferred to the Election Department to manage the new voting system and eventually moved into the Assistant Registrar of Voters position. Her duties include preparing calendars, overseeing candidate filing, ballot layout, ballot tabulation systems, and Election Day processes.

Linda enjoys anything outdoors, hiking, horseback riding, motorcycle riding, gardening, etc.
