The Long Range Planning team is responsible for helping the Board of Supervisors develop plans, policies, ordinances and programs. Long range planning involves highly complex and diverse land use decisions that require a careful balancing of competing economic, social and environmental interests.

El Dorado County (County) and Tahoe Regional Planning Agency (TRPA) are preparing a joint Environmental Impact Report/Environmental Impact Statement (EIR/EIS) for the proposed Tahoe El Dorado Area Plan (TED Area Plan). On Tuesday, March 3, 2026, the Board of Supervisors will hold a public hearing at 1:00 p.m. for review and possible adoption of the draft Shingle Springs Design Standards and Guidelines. Share your thoughts! On December 11, 2025, the Planning Commission forwarded a recommendation to the Board of Supervisors to approve an update to the Conservation and Open Space Element of the El Dorado County General Plan. This update includes targeted amendments to the Element for the purpose of complying with Senate Bill 1425 (SB 1425) which requires every local jurisdiction to review and update its Conservation and Open Space Element to include the following: 1) access to open space for all residents in a manner that considers social, economic, and racial equity; 2) climate resilience and other benefits of open space, correlated with the safety element; and 3) rewilding opportunities, correlated with the land use element. The Board has scheduled a hearing for March 3, 2026, at 2:00 p.m. for potential adoption of this General Plan Amendment. Please click here for the hearing item and relevant attachments.

On March 12, 2026, at 8:30 a.m. the Planning Commission will hold a public hearing to review the proposed repeal of Ordinance 5210 (Tobacco Retailer Land Use Regulations). The proposed action would send a recommendation to the Board of Supervisors to repeal Chapter 130.40.340 (Tobacco Retailers) in its entirety, and would amend Chapter 130.22.020 (Matrix of Allowed Uses) as directed by the Board on July 29, 2025 (File No. 25-0901).

On December 9, 2025, the Board of Supervisors approved Resolution of Intention 187-2025 (File No. 25-1961) to initiate the process of repealing Chapter 130.72 (Missouri Flat Planning Cost Reimbursement Fee) from the Zoning Ordinance. On March 12, 2026, at 8:30 a.m., the Planning Commission will hold a public hearing to review the proposed repeal of Chapter 130.72. Hearing materials and details will be available on the Planning Commission’s online agenda calendar once the agenda has been posted.

On January 6, 2026, the Board of Supervisors approved Resolution of Intention 010-2026 to initiate the process to propose amendments to Title 130 of the El Dorado County Zoning Ordinance regarding digital signs and other related topics as needed.
