Behavioral Health Services Act - Integrated Plan

The Behavioral Health Services Act (BHSA) requires counties to submit three-year Integrated Plans (IPs) for Behavioral Health Services and Outcomes. The IP serves as a global spending plan that describes how county BH Departments plan to use all behavioral health funding in order to meet statewide and local outcomes measures, reduce disparities, and address unmet needs in the local community. The first IP covers Fiscal Years 2026-2029.

Mental Health Services Act - Plans

The Mental Health Services Act (MHSA) requires counties to complete an annual community planning process to either develop a three-year plan or update a three-year plan. MHSA Plans and Updates are posted for a 30-day comment period. At the end of the comment period, the Mental Health Commission holds a public hearing to solicit additional input. The final step in the process is adoption of the Plan or Plan Update by the Board of Supervisors.

Outcomes Reporting

Counties are required to submit performance outcomes reports annually, which detail their achievements in behavioral health services. The Mental Health Services Act (MHSA) final Outcomes Reporting will be for Fiscal Year 2025/26. The Behavioral Health Services Act (BHSA) requires counties to submit the Behavioral Health Outcomes, Accountability, and Transparency Reports (BOATR), the first of which will cover Fiscal Year 2026/27.

Cultural Compentency

El Dorado County Health and Human Services Agency (HHSA), Behavioral Health Division (BHD), originally developed its Cultural Competence Plan in 2010. Please note that El Dorado County Behavioral Health Services includes both Mental Health (MH) and Substance Use Disorder Services (SUDS). As we move forward with a more integrated Behavioral Health System, we are including both MH and SUDS in this and subsequent years CCP updates.
