Behavioral Health Services Act (BHSA)

Proposition 1 (known as Behavioral Health Transformation) was passed by California voters in March 2024. The law provides the opportunity for the State of California to transform the mental health and substance use disorders (SUDs) system. This change includes both the Behavioral Health Services Act (BHSA), SB 326 and the Behavioral Health Infrastructure Bond Act (BHIBA), AB 531, to support Californians living with the most significant mental health and SUDs needs.
