Behavioral Health Services Act (BHSA)
Proposition 1 (known as Behavioral Health Transformation) was passed by California voters in March 2024. The law provides the opportunity for the State of California to transform the mental health and substance use disorders (SUDs) system. This change includes both the Behavioral Health Services Act (BHSA), SB 326 and the Behavioral Health Infrastructure Bond Act (BHIBA), AB 531, to support Californians living with the most significant mental health and SUDs needs. The El Dorado County Behavioral Health Administrative (BHA) team frequently posts information, program planning documents, and meeting announcements on our website. Focus Groups

Public Comment
El Dorado County will provide a 30-Day Public Comment Period in Spring 2026 for review and comment on a forthcoming Draft FY 2026-2029 Integrated Plan. Please check back for updates.
Public Hearing
The El Dorado County Behavioral Health Commission will conduct a public hearing to review the Draft FY 2026-2029 Integrated Plan in Spring 2026.
Integrated Plan Final Approval
The Draft FY 2026-2029 Integrated Plan will be presented before the Board of Supervisors at a regularly scheduled meeting date in Spring 2026, prior to the Plan being submitted to the Behavioral Health Services Oversight and Accountability Commission (BHSOAC).

Mental Health Services Act (MHSA)
Proposition 63 (known as the Mental Health Services Act or MHSA) was passed by California voters in November 2024 and is being replaced in its entirety the Behavioral Health Services Act (BHSA) SB 326, effective July 1, 2026.
