Parks and Trails Master Plan

The purpose of the El Dorado County 2025 Parks and Trails Master Plan update is to provide direction and strategies to guide the acquisition, development, and operations of County-owned and operated parks, trails, rivers, and open space. The Master Plan is a ten-year roadmap that sets forth the goals, objectives, and initiatives shaped by community participation, recreation trends and best practices, and past planning efforts including the 2012 Master Plan.

Master Plan Update
Master Plan Update News
In 2024, Parks and Trails Division staff and the Parks and Recreation Commission underwent the review process of drafted master plan chapters as they became available. The final version was brought to the Board of Supervisors and approved on March 25, 2025.

- March 25, 2025: The Board of Supervisors received a presentation on the El Dorado County 2025 Parks and Trails Master Plan and unanimously voted to approve the Master Plan (Legistar item #25-0377.)
- February 20, 2025: Parks and Recreation Commission reviewed and made a recommendation to the Board of Supervisors to adopt the full draft 2024 Parks and Trails Master Plan (Legistar item #25-0331.)
- January 16, 2025: Parks and Recreation Commission reviewed and discussed the full draft 2024 Parks and Trails Master Plan with updates per the December 19, 2024 meeting (Legistar item #25-0142.)
- December 19, 2024: Parks and Recreation Commission reviewed the full draft 2024 Parks and Trails Master Plan (Legistar item #24-2160.)
- November 14, 2024: Parks and Recreation Commission reviewed the Level of Service and Needs Analysis Chapter (updated title for Fiscal Needs Analysis Chapter) (Legistar item #24-1953); and discussed and provided input on the draft Introduction and Executive Summary Chapter (Legistar item #24-1954.)
- October 17, 2024: Parks and Recreation Commision reviewed the draft Park Planning Standards Chapter (Legistar item #24-1803); and discussed and provided input on the draft Fiscal Needs Analysis Chapter (Legistar item #24-1804.)
- October 8, 2024: Board of Supervisors received an update on the Parks and Trails Master Plan Update process, provided feedback on the draft Goals, Objectives, and Initiatives Chapter, and directed staff to return to the Board with a final draft of the Master Plan for consideration of adoption after a final review by the Parks and Recreation Commission (Legistar item #24-1697.)

- April 30, 2024: Board of Supervisors received an update on the Parks and Trails Master Plan Update process, directed staff to use the 8 key themes resulting from outreach efforts, forego the option to contract out part of the work, and for staff to return with a final draft for consideration of adoption after final review by the Parks and Recreation Commission (Legistar item #24-0766.)
Master Plan Update Process
The Master Plan update process sets forth a ten-year vision for the County’s parks and trails system. In 2022, the public, County staff, Parks and Recreation Commission, and policymakers formed a team that sought to examine the County’s existing park and trails system—its strengths and challenges—as the starting point. Throughout the process, the team discovered how park and recreation needs changed based on population trends and input from stakeholders and the overall community. Based on the current recreation facility inventory, anticipated needs, and popular trends, the team identified key goals, objectives, and initiatives to guide the acquisition, development, and operations of County-owned and maintained facilities.
The final Master Plan provides a roadmap for how the overall system of parks and trails will be developed and managed to reflect the fiscal constraints, relative priorities, and needs of the current and future County population.
2012 Parks and Trails Master Plan
The 2012 Parks and Trails Master Plan was approved in 2013. Goals from this plan included health and wellness, community building, and protection of El Dorado County's cultural and natural resources.
